Starting a local, online newspaper as a modern replacement for printed community newspapers - what a great idea! The costs are low and local ads seems like a viable revenue model because you've got a focused audience. Seems like local businesses looking for some free promotion would contribute content for the same reason they blog about their particular area of expertise.
